COUNCILMEMBER ROBERT C. WHITE, JR. STATEMENT ON RELEASED FOOTAGE IN THE PHILIP BROWN CASE

WASHINGTON, DC – “What the Philip Brown Footage Shows and What It Does Not”

The recently released footage in the Philip Brown case raises serious questions that remain unanswered. In an incident where federal officers fired multiple shots into a vehicle, the available footage still does not clearly show which officers were present, who used force, or what exactly occurred in those critical moments.

That lack of clarity is exactly why the Council passed the Full Accountability in Arrest Reporting (FAAR) legislation. As Councilmember Robert C. White, Jr. stated on the dais, “When federal officers use force in the District, victims and families should not have to guess who was there, who used force, or what happened.”

When force is used in the District, particularly during multi-agency operations, residents and families deserve clear and complete information about what took place. The FAAR legislation helps ensure that when these incidents occur, there is at minimum documentation identifying the officers present and noting whether force was used, to the extent the information is known at the time. That basic transparency is essential to accountability.

It is also encouraging to see our neighbors in Prince George’s County advancing similar legislation, reinforcing that transparency and accountability must be the standard across jurisdictions.

Transparency is not optional. It is the foundation of accountability and public trust.
